Specifications include, but are not limited to: Task 1: Conduct an Evaluation of the Current (October 1, 2023-September 30, 2024) Handling Fees Paid to Certified Redemption Centers - The Contractor shall conduct an evaluation of the current (October 1, 2023-September 30, 2024) handling fees paid to CRCs. The selected Contractor shall use the Handling Fee Adjustment Model developed by Crowe LLP to conduct the evaluation of handling fees. The selected Contractor will be provided the Handling Fee Adjustment Model developed by Crowe LLP. In addition, the Contractor shall conduct a shipping costs survey of selected CRCs to determine any changes in shipping rates. Task 2: Conduct an Evaluation of Scrap Revenues Paid to Certified Redemption Centers - The Contractor shall conduct an evaluation of the scrap revenues by material type Certified Redemption Centers receive from recycling their DBCs. The evaluation shall include an analysis of the current and future scrap market conditions by DBC material type. Task 3: Determine if an Adjustment to the Current Handling Fees is Needed - Based on the evaluation performed by the Contractor in Task 1 and 2 a determination shall be made if the handling fees for the next Certified Redemption Center contract period (October 1, 2024-September 30, 2025) should remain at the same level or should be adjusted (decreased or increased). Task 4: Recommend New Handling Fees (if applicable) - Based on the determination made by the Contractor in Task 3, recommend new handling fees for the DOH to implement (if applicable). Contractor shall provide a justification for the new handling fee (if applicable) or a justification for not adjusting the handling fee in their report. Task 5: Conduct a Fiscal Impact Analysis of the Proposed (Recommended) Handling Fees on the Deposit Beverage Container Special Fund - The Contractor shall conduct a fiscal impact analysis to determine whether the DBC Special Fund could support the handling fee recommendations through the October 1, 2027-September 30, 2028 contract period.
