Specifications include, but are not limited to: Need for Inpatient Rehabilitation and Long-Term Acute Care Hospital Beds in Minnesota. The Health Economics Program at the Minnesota Department of Health has a business interest to better understand current and future need of utilization and payment for inpatient rehabilitation services and inpatient long-term acute care in Minnesota. This solicitation is for a consultant or consulting team to conduct a hospital bed need analysis and ten-year projection for inpatient rehabilitation beds and long-term acute care inpatient beds and issue findings in a report that may be accessible publicly. The consultant or consulting team should be completely independent from any entities proposing to add new hospitals or new hospital beds in Minnesota. The contract term will begin on November 22, 2023, or whenever a contract is executed, and continue until the completion of all tasks, but no later than December 31, 2023. The timeline for completing this work should bear this deadline in mind, and allow for sufficient time for review, input, and approval by MDH. The maximum value of this contract is $25,000. Proposals that exceed $25,000 will not be considered. The contractor may use Minnesota hospital discharge data, accessible through MDH, to complete this work, but it is not required. If the contractor plans to use these data, contractor will be expected to complete this work in line with MDH requirements for access to and protection of the data, which includes MDH-provided training. Use of the hospital discharge data can be conducted remotely and does not require in-person meetings.
