Specifications include, but are not limited to: 1. Draft a request for information for MDH to issue to inform the development of a request for proposals for the analysis. a. Identify questions and other information needed to conduct the analysis that MDH should seek from stakeholders, subject matter experts, members of the public, and potential vendors. b. Recommend appropriate methods beyond the RFI MDH should use to engage with different stakeholders, including members of the public. Deliverables: i. Draft RFI ii. Memo outlining stakeholder engagement and timeline. 2. Analyze responses to MDH’s request for information. a. Develop a summary that includes key findings related to assumptions, considerations, and potential data sources for analyzing coverage, benefit completeness, underinsurance, system capacity, and health care spending. Deliverables: i. Detailed summary document of key findings from the RFI and recommendations for the RFP. 3. Draft a request for proposals (RFP) that specifies requirements for the design, analysis, and deliverables. a. Use key findings from request for information and other stakeholder engagement activities from Tasks 1 & 2 to inform request for proposal. b. Incorporates findings from other states and other data provided by MDH. Deliverables: i. Prepare draft RFP for MDH review ii. Incorporate feedback and prepare a final RFP for review by Sen. Marty and Rep Reyer.
