Specifications include, but are not limited to: • Conduct an environmental scan of affordability initiatives in state governments and identify key lessons as Minnesota establishes the Center and implements the associated legislation. • Develop a two-year road map with milestones and timelines for creating the Center, that includes identifying new data needs, establishing and working with an advisory board, obtaining public input on a research agenda, conducting and publishing research and findings, holding public hearings, and reporting to the legislature. The road map should be informed by the environmental scan of affordability initiatives in other states. • Conduct 6-10 key informant interviews with experts in health care spending and reform. o Draft the list of questions, facilitate the conversations in coordination with the MDH team, and summarize the key findings in a memo. • Based on key informant interviews and the environmental scan, provide recommendations and best practices for establishing an Advisory Group. Responders are encouraged to propose additional tasks or activities if they will improve the results of the project. These items should be separated from the required items on the Cost Proposal.
