Specifications include, but are not limited to: Excessive sediment has occurred at the Port of Alaska along the Container Docks and the Petroleum Oil Lubricant docks between November and March in the past several years. Conventional dredging to remove silt is not possible during winter ice conditions. The Port desires to remove high spots during the winter months by deploying a tugboat to “prop-wash” these areas during the low tide cycles. The Port expects prop-washing will be required several times during the winter months for the next three years. The contractor will provide the required tug during winter months and conduct prop-washing at the requested time and dates. • The Port will determine when and where prop-washing is required and coordinate with the contractor to schedule. Timeframes for beginning work will differ and will depend on Ship arrivals and departures. • The Contractor shall start prop-wash sediment removal operations one hour before low tide and continue until one hour after low water for optimum coverage. • The tugboat used for prop-wash sediment operations shall have a minimum of 3,500 horsepower. • The contractors shall attach the line from the tug to the bollards on the dock prior to starting the prop-wash dredging. • The contractor shall supply wooden softeners to protect lines where the lines cross the dock.
