Specifications include, but are not limited to: The County is seeking proposals for a consultant agency to work directly with Ocean County in the possible implementation of the NJ County Option Hospital Fee Program. Consultant shall work with hospitals and eligible medical facilities to collect and analyze data, review County options for proposed fee and Medicaid payments, plans for proposed fund expenditure, and the preparation of final proposal including fee and expenditure report due to the State by early December 2023. Consultant Responsibilities prior to Program Participation: • Expected to have proficient knowledge and understanding of the requirements set forth by P.L.2022, c.61./A4091 and N.J.A.C. 10:52B. • Educate County officials and staff on program operations. • Review documentation received from the State with County officials, prepare necessary reports and documentation as required by the State • Data Analysis • Interface with County hospitals: o Establish priorities for model development o Collect hospital charity care calculation and data o Review options for proposed fee and Medicaid payments o Review additional modeling rounds as needed • Report back to County to assist in decision process and moving forward with implementation and which model is best to present to the State. Upon Acceptance into State Program: • Prepare Fee & Expenditure Report and associated filings • Work with County counsel on establishing ordinance and intergovernmental agreement with the State • Support State in obtaining federal approval • Act as a liaison between the State and County and between County and medical facilities • Prepare assessment invoices, notices, and any additional associated paperwork. • Ongoing data analysis and support; Continuing Monitoring and Support: In addition to filing the application for the 2025 program to the State by December 8, 2023, the awarded consultant shall also monitor the existing program and its processes. Monitoring of the existing program shall include but not be limited to the following: o Establish communication with the County and relay information about the program in place. o Inform the County promptly about any legislative changes that may impact its duties in implementing this program. o Continue to act as a reliable liaison between the State and County, as well as between County officials and medical facilities. o Facilitate effective communication channels, ensuring smooth collaboration between all stakeholders involved in the program. o Maintain a robust data analysis framework, continuously monitoring the program's performance and proactively identifying any potential areas for improvement or compliance issues. o Provide ongoing support to County officials, offering guidance and insights to ensure the program's continued success and adherence to regulatory standards. o Preparation of any documentation required for the 2026 program year to be reviewed by the County.
