Specifications include, but are not limited to: The Jimmy Slone site is located at 419 Sally Stephens Branch, Prestonsburg in Floyd County, KY, 41653, at coordinates N 37 39' 44.64", W 82 47' 55.68". On March 1, 2019 a portion of the hillside at Jimmy Slone's residence became unstable and slid down the creek, bringing rocks, trees, and mud. This slide area (Slide A) is approximately 330' wide, 394'length and 100' from Jimmy Slone's home. Mr. Slone is concerned about his safety and there is a potential for the slide to encroach on a public road, if the slide is not addressed. To address this concern, the slide area will be stripped to bedrock to remove the threat of more sliding and installation of a hoe ram ditch down the face of the slide. The slide is approximately 394' long at its longest and 330' wide at its midpoint, and based on an estimated 8' depth to rock throughout, there appears to be about 38,525 cubic yards of material to be moved. All excavated earthen material will be placed in the waste area designated on the Slone property. Excess material will be taken to the waste area shown as the Floyd County Animal Shelter, approximately 0.25 miles distance on Sally Stephens Branch and/or the May Waste Area (owned by Lon May), approximately 2.25 miles away on State HWY 404 as shown on the plan views. This project will not directly disturb streams and all locations are above the flood plain. A low water crossing is proposed to provide access in and out of the Slone slide/waste area. The current drainage ditch that passes through the proposed waste area on the Slone property, will be relocated to an adjacent area. A proposed gabion weir will extend across the lower end of the Slone waste area to trap potential sediment and control the flow of runoff following the reclamation of the landslide. Temporary pipes will be installed as needed in road ditches. It is reported that underground mine portals are beneath Slide A and this proposal addresses those openings if they are uncovered during the reclamation efforts. Approximately 1 acre of trees will be disturbed accessing the unstable landslide areas. A nearby landslide developed along the same mine bench as the Jimmy Slone slide. This is owned by Eddie Shepherd. This slide (Slide B) is estimated to be 3,000 cyds and will be stripped to rock and transported to either the Animal Shelter or May waste areas. Along the mine bench leading to Slide B, there are 4 collapsed portals. At least two of the portals are generating water impacting the slide area and a nearby home. The portals will be opened to facilitate drainage. The bench will be subdrained with discharges at the "strip to rock" area and at a proposed discharge ditch behind the impacted residence from the bench to a proposed grated concrete ditch. The grated concrete ditch will be installed to intercept the runoff behind the residence. The concrete ditch will discharge into an open ditch and discharge into the road side ditch. There will be a minimum of 2,000 cyds of slide material taken to the Floyd County Animal Shelter site. It is understood this site will be the home of a newly constructed shelter in the future. Therefore, the waste material will be placed using maximum compaction efforts including but not limited to placing the material in 8 inch lifts and utilizing a sheepsfoot compactor. A 20 ft long barrier wall will be installed near a building on Jimmy Slone's property labeled on the plan view. Four mine openings will be closed, utilizing Wild Life Closures, above the property residence owned by Gary and Carol Francis. Also is included a half acre for site preparation for the second site.
