Specifications include, but are not limited to: The City of Johnson City is seeking a property and casualty insurance broker and risk management consultant to perform the full range of services related to the design, implementation, maintenance, communication, and improvement of the City of Johnson City’s risk management program. This includes, but is not limited to: A. As requested by the City of Johnson City, prepare bid specifications and solicit proposals from insurance markets which specialize in property and casualty insurance. The City has an extensive decision making process, often ending with City Commission approval. The broker will be provided a list of City Commission meeting dates and existing policy expiration dates. The City needs insurance application and submission requirements at least 6 weeks prior to the broker’s need by date. The brokerage team will evaluate carriers and proposals. The broker will present all insurance quotes and proposals from underwriters to the City along with the broker’s recommendations. Policies and endorsements will be delivered within 60 days of the effective date or the date from which the broker has a bind request and authorization, whichever is less. Delays will be communicated with the broker following up with the City, so that the City will not have to track timelines and prompt action. B. Assisting the City of Johnson City in administering all property and casualty insurance plans, responding to questions from and providing information to staff, and providing other consulting services. This RFP’s brokering and risk management consulting services encompasses all property & casualty lines, including coverages currently not purchased. C. Gathering underwriting data and loss information and marketing insurance programs to all interested and qualified carriers. D. Once received, analyze coverage forms, retentions, limits, premium terms, etc. for each program and make recommendations most advantageous to the City. Once approved, bind coverage with selected carriers. E. Once policies are received, audit each policy form for compliance with proposals and specifications, and if necessary, order endorsements for correction. F. Working with the City to refine its Procurement/Transfer of Risk Guidelines. G. Reviewing claims experience, claim service, and claim administration to ensure maximum benefit to the City of Johnson City. This includes review of carrier performance and auditing of processes of the third-party claims adjusters. H. Research any new developments in legislative and risk management programs on an ongoing basis to assist the City of Johnson City in complying with laws and regulations related to risk management, including but not limited to the Tennessee Governmental Tort Liability Act, Tennessee Worker’s Compensation Act, etc. I. Work with the City to refine its loss prevention efforts in collaboration with the City’s risk management team. J. Suggest the availability of and initiation of coverage for special situations and special risks and exposure. K. Upon request, assist the City’s risk management staff with review of City contracts (approximately one dozen annually). L. Providing insurance property appraisals to replacement cost, scheduled at intervals of the City’s choosing, with all scheduled properties completed within a 3-year cycle.
