Specifications include, but are not limited to: The Contract provides for the construction of a new landfill cell, Phase 9B-1, over an old unlined landfill area. Construction of Phase 9B-1 includes stripping and stockpiling topsoil from the old unlined landfill cover, completing earthwork necessary to establish the Phase 9B-1 subgrade, installing a compacted low permeability material (clay) liner, geosynthetic clay liner, geomembrane liner, leachate collection piping system, granular drainage layer (sand), and related items. The Contract also includes the installation of new leachate recirculation manifold manholes, piping connections to the existing gas collection and control system, decommissioning of an existing leachate loadout pad, and dredging an existing sedimentation basin
