Specifications include, but are not limited to: The Consultant shall provide development of the environmental document including all required special studies (History, Archaeology, Ecology, Protected Species Surveys, Air, Noise, and NEPA/GEPA), preliminary construction plans, roadway plans, signing and marking plans, lighting plans, utility plans, final right-of-way plans (including revisions), final erosion control plans, staging plans and final construction plans (including revisions through project final acceptance) and construction services. All required engineering studies are considered part of the scope of services. All deliverables shall be in accordance with but not limited to the Plan Development Process (PDP), Electronic Data Guidelines (EDG), GDOT Design Policy Manual, GDOT Drainage Manual, GDOT Bridge and Structures Design Manual, Plan Presentation Guide, NEPA and the GDOT Environmental Procedures Manual. A. Scoping/Concept Development 1. Value Engineering Study (as needed) 2. Public Involvement Plan (for GDOT’s approval) 3. Traffic Studies 4. Cost Estimates a. Conceptual Construction cost estimate b. Conceptual right of way cost estimate utilizing vendor from GDOT’s Right-of-Way services prequalified contractor list 5. Prepare concept layouts and alignment alternatives 6. Initial Concept Meeting Preparation and Attendance 7. Approved Concept Report or Scoping Memo/Report to Planning Office 8. Concept Design Data Book 9. Concept Meeting Preparation and Attendance 10. Determine potential logical termini and submit form for approval 11. Concept-level MS4 Report (as needed) B. Database Preparation 1. Aerial Photogrammetry/Mapping using aerial photography and LIDAR data. Include Terrestrial/Mobile Lidar Collection. 2. Complete Survey Control 3. Right-of-Way Staking 4. Property Information and Owners 5. Survey Enhancements 6. Complete stream hydraulic surveys, if applicable 7. Extended Survey limits (if necessary) 8. AerialPhotogrammetry/Mapping 9. Survey Control 10. Complete Survey Database to meet current GDOT guidelines 11. Survey package report
