Specifications include, but are not limited to: AMTRAK is initiating the procurement to select a Construction Manager at Risk contractor (CMAR Contractor) for the replacement of the existing Amtrak Bridges No. 7.80 and No. 7.96 known as the Sawtooth Bridges, which are critical links on Amtrak’s Northeast Corridor. These Bridges carry more than 400 NJ TRANSIT and Amtrak trains daily. Built in 1907, the Sawtooth Bridges are nearing the end of their functional life as they exhibit signs of deterioration and require continuous maintenance. The Sawtooth Bridge Replacement Project is for the construction of three new rail bridges with new four-track segments in Kearny, New Jersey between Newark Penn Station and Secaucus Junction. This will double the existing two tracks to four tracks to allow for service expansion. These improvements will also achieve a state of good repair and provide continued safe rail connectivity along the NEC. In addition, the Project will reduce service disruptions and allow for increased train speeds that improve the reliability and resiliency of train service and passenger experience. The CMAR Contractor engaged by Amtrak will provide preconstruction services for the Project, including the performance of constructability reviews, value engineering, cost estimating, and schedule development. During the preconstruction service phase, the CMAR Contractor will submit a binding guaranteed maximum price (“GMP”) for the costs of construction. If accepted by Amtrak, the CMAR Contractor will be awarded the construction work. All pricing will be prepared on an open-book basis, meaning that the submissions will include information, assumptions and estimation methodologies. A two-step best value procurement will be used to deliver this Project. The first step will be the Request for Qualifications (RFQ) to invite interested firms to submit their qualifications. Firms shortlisted in the first step will be eligible to participate in the Request for Proposals (RFP) stage.
