Specifications include, but are not limited to: The selected proposer(s) and any identified sub-provider(s) must be able to provide the MACwith the services outlined below as needed/requested. The MAC would accept a proposal thatcombines the services of more than one provider, so long as a lead provider is identified and will beresponsible for the completion of services for the entire project and the individuals on the teamsupporting the MAC are identified. All payments will be made to the lead provider who will bearresponsibility for paying any and all sub-providers.There are three distinct phases of the current scope of work. MAC may elect to conduct all work withone selected proposer or different selected proposers for different phases.1.Phase I - Air Cargo Demand Study: Design and complete a comprehensive study of the region’sactual and potential originating and destination air cargo demand from MSP that includes thefollowing:a.Stakeholder engagement through interviews and surveys with region’s medical device,healthcare, and any other industry with regular, ongoing and emerging air cargo needs thatoriginates, terminates or connects through MSP region.b.Stakeholder engagement through interviews and surveys with the region’s freight forwardingcommunity to understand the decisions behind and volume of air cargo that is transported toChicago via truck for the purpose of boarding aircraft bound for both domestic andinternational destinations, and/or from flights terminating in Chicago and then transportedto the MSP region via truck.
