Specifications include, but are not limited to: Broadly speaking, the State desires to provide a platform or platforms for communications, video visitation, tablet, and money and payment card services for IPs at the DOC. More specifically, the State desires to provide the following for IPs: • Phone Calls: o Fixed location phones that allow an IP to make traditional voice call to friends and family both nationally and internationally. o Fixed location phones that provides and IP access to all telecommunications relay services (TRS) for IPs, which includes, but is not limited to, video relay services, text telephone (TTY), and captioned telephone services. • Communication Services on Tablets: o Messaging that allows an IP to send and receive written messages to and from their friends and family. Photo and video messaging that allows an IP to receive photo or video messages from their friends and family. o Service that allows an IP to make voice call to friends and family via the IP’s tablet. o Service that provide access to all TRS for IPs, which includes, but is not limited to, video relay services, TTY, and captioned telephone services, via the IP’s tablet. • Video Visitation Services: o Standalone kiosks that provide an IP access to prescheduled video visits with friends and family. These video visits are conducted within the kiosk. Kiosk-based video visits are time limited and, for security purposes, must be recorded and retained for a period of time that is determined by the State. o Tablet-based video visits with preapproved friends and family that are prescheduled. Tablet-based video visits are time limited and, for security purposes, must be recorded and retained for a period of time that is determined by the State. o Secured tablet-based video visits that are prescheduled visits between an IP and their attorney and/or authorized legal representative. These tablet-based legal visits are not recorded. • Tablet Services: o Tablets that: ▪ Allow an IP to send and receive the messages mentioned above and view the photos and videos mentioned above. ▪ Provides access to applications that allow an IP to purchase entertainment content (streamed or owned), including but not limited to, games, movies, newsfeed, music, and books. ▪ Provides access to applications that allow the DOC to develop and post interactive educational content. ▪ Provides access to applications that allow direct administrative communications between DOC staff or units to request or schedule an appointment (case manager, medical/dental, behavioral health), file a grievance, and allow access to IP account (viewing transactions, receipts, and balance). • Money and Payment Card Services: o An account for an IP where funds can be deposited. These funds can be deposited by friends or family or is money that the IP has earned through their facility-based job. o Debit release cards that are loaded with the funds remaining in the IP’s account, mentioned above. The card is issued to an IP upon their release.
