Please note: This is a Sole Source Notification. Specifications include, but are not limited to: OHA seeks to award a Sole Source Contract # 181963-0 (“the Contract”) to Oliver Wyman Actuarial Consulting, Inc. to immediately provide services as an Examiner under ORS 415.013, specifically, to conduct financial examinations of proposed transactions submitted under OHA’s Health Care Market Oversight (HCMO) Program, as requested by OHA. Work to be performed under the Contract will also include developing plans for financial analyses, supporting HCMO requests for financial information, conducting financial analyses, reporting results and conclusions to OHA, and performing project management tasks. Work under the proposed Contract may also include all or most of the following: review and interpretation of financial documents; analysis of financial data and information to assess current financial stability and future financial viability following completion of the transaction, including transactions with divestitures; reporting; project management; entity information requests; and work plan development. Financial analysis must include assessment of solvency/liquidity, capital needs, operating costs, profitability, financial and economic risk factors, and operational risk factors or dependencies.
