Specifications include, but are not limited to: The scope of work for this project consists of providing professional services for the design of realignment improvements to a 0.25-mile section of 15th St SE from the paved southern portion of 15th St SE to Westside Blvd. The new intersection with 15th St SE, 15th Pl SE and Westside Blvd will need to be reconfigured into a full access intersection and the existing access point will need to be closed through the use of a median on the south side of the roadway. In addition, the design shall include the relocation of the utility infrastructure located between Westside Blvd SE and the paved portion of 15th St SE. An additive alternate design is requested for the extension of 15th Pl SE from Westside Blvd to Vargas Rd (includes the intersection). All services required for these projects shall be performed by licensed professionals registered in the State of New Mexico. A cost summary table, based on Time and Materials with a total “Not to Exceed,” and an overall schedule shall be provided. As a separate cost, based on Time and Materials “Not to Exceed,” for the additive alternate design of 15th Pl SE from Westside Blvd to Vargas Rd shall also be provided. Design: The following shall be provided: • Topographical Survey • Geotechnical: perform three (3) test borings for the base bid and three (3) for the additive alternate. • Coordinate with SSCAFCA and implement any requirements as needed for the alternate design. • Provide lighting recommendations per City ordinance with a review of how these fit within the existing corridor lighting. • Conduct Subsurface Utility Engineering (SUE) and determine final design level of SUE. • Perform Utility Coordination: Organize and conduct utility coordination meetings as needed for this project. Provide 60% plans to utility companies, identify potential conflicts, and review work plans from utility companies. Ensure relocations by the utilities are effectuated. • Conduct meetings (minimum of 3) with City of Rio Rancho departments and SSCAFCA including Department of Public Works and the Utility Department. • Evaluate right-of-way impacts specifically from 15th Pl SE to Vargas Rd. This may include identifying necessary temporary work permits, encroachments, and construction maintenance easements that may be required. ROW is not anticipated elsewhere on the corridor. • Write recommendations for the additive alternate design on 15th Pl SE (soon to be 15th St SE) north of Westside Blvd utilizing existing easements/ROWs (includes intersections). • Bidding services shall include preparing final construction plans, final technical specifications, final engineer’s estimate, final bid form, final project description.
