Specifications include, but are not limited to: During the 2023 legislative session, the legislature tasked the Minnesota Department of Corrections to conduct a study on the consolidation or merger of county jails, as well as alternatives to incarceration of persons experiencing mental health disorders. The requirements of the Regional and County Jails Study can be found in Laws of Minnesota 2023, Chapter 52, article 11, section 33. The Minnesota Department of Corrections (“DOC” or “State”) requests proposals for this project to include a variety of data on communities across the State of Minnesota, local correctional and related public safety needs, and alternatives to incarceration for people experiencing mental health disorders. The one-time study and report is required and must include feedback from and across a variety of stakeholders, including: county governments, citizens, and individuals who live in communities served by facilities that may be impacted by the commissioner’s recommendations for the consolidation or merger of jails
