Specifications include, but are not limited to:This Request for Qualifications is to establish a shortlist of qualified Design Build teams for the interview and award of a project regarding an Army National Guard Readiness Center in Surprise, Arizona. The Contractor shall be responsible for all permitting, management, design, site preparation, construction, and related services, and the provision of all, material, equipment, tools and labor, necessary to complete a fully functional and operational Army National Guard Readiness Center. The Contractor shall provide the facility with the necessary administrative, supply areas, training bay, classrooms, lockers, showers and rest rooms, training, and kitchen/dining areas as required to train and support assigned personnel. Day Lockers and TA-50 lockers shall be provided and installed by Contractor. Kitchen equipment, such as walk-in freezers, walk-in coolers, kitchen hoods, ranges, etc. shall be provided by and installed by the Contractor. The new Readiness Center is to be 55,062 square feet. Detached Controlled Waste Facility (330 sf) and detached Flammable Materials Facility (110 sf) shall also be completed by the Contractor. The Contractor shall also provide the supporting facilities to include military and privately-owned vehicle parking, security fencing, access roads, sidewalks, detached facility signs, and utility connections. Commissioning, Supervision, Inspection and Overhead (SIOH) services, including Special Structural Inspections (SSI) will not be included in the awarded Design-Build team’s scope. The Owner will be funding and contracting these services separately to a third-party. Materials testing shall be included in the scope of the Design-Build team. It should be noted that construction cannot commence until 50%-60% overall design documents and 100% civil and foundation documents are approved by the National Guard Bureau."
