Specifications include, but are not limited to: 1. Data Review Consultant will conduct a review of available databases and will request information from natural resource agencies, such as the Oregon Department of Fish and Wildlife (ODFW), Oregon Department of Environmental Quality (DEQ), U.S. Fish and Wildlife Service (USFWS), NOAA Fisheries and others as necessary. Consultant will also review any existing reports, plans, project data, and site history information provided by the Client. 2. Site Evaluation Consultant will conduct an on-site examination of the project area and vicinity to document existing conditions. Documentation will include site photographs, a site sketch, and field notes. 3. Historic Resources and Tribal Notifications Consultant will prepare a summary of potential effects that the project may have on onsite or nearby historical resources, known as a Section 106 review. Consultant will submit project information to the Oregon State Historic Preservation Office (SHPO) for determination of potential effects. Consultant will prepare a similar notification package for Tribal Historic Preservation Offices who have indicated an interest in the project vicinity. HUD requires that notification to Tribal offices be undertaken by the Responsible Entity (Lane County) rather than a consultant. Consultant will provide the Responsible Entity with a list of applicable Tribal Historic Preservation Office contacts, and a submittal package about the project for their review. Correspondence with each Tribe must be retained and submitted with the environmental review to HUD. 4. Preparation of NEPA Documentation Consultant will prepare an environmental review based on the requirements outlined by HUD and the U.S. Council on Environmental Quality’s NEPA EA guidelines. The review will include supporting text, maps, and photographs. Consultant will contact local, state, and federal agencies to obtain any needed additional information to support the EA requirements. All information sources used for the report will be documented and included for submittal to the client for HUD. 5. Submittal through the HEROS system HUD requires that environmental review documents be submitted through the HUD Environmental Review Online System (HEROS). Consultant should demonstrate experience in using this system and will provide assistance to Lane County to create, complete, and submit the project environmental review through this system.
