Specifications include, but are not limited to: 1. Coordinating with the City Engineering and Water Services departments, the City of Phoenix and others as required (Project Team) during the construction phase of the project. 2. Coordinating with private, public and City utilities (i.e., APS, SRP, Century Link, Southwest Gas, Cox Communications, City Information Technology Department, Water and Sewer Services Department, etc.) regarding standard technology and utility issues. 3. Submitting and retrieving all required documents to/from the various agencies. 4. Master scheduling will be the contractor’s responsibility once construction activities begin; however, it will be the Consultant’s responsibility to review, comment and concur on all project schedules and schedule information. 5. Submitting a written monthly progress report to the City and the EPA during the entire construction phase. The monthly progress report will include the following: a. Project Schedule prepared by the Contractor: An updated monthly project schedule reviewed and concurred to by the Consultant. b. Financials: Confirm if the amount of funds expended are aligned with the work plan including the EPA grant funds. c. Determine if outputs and outcomes have been achieved as specified in the work plan. d. Identify potential problems that could interfere with the project goals. e. Invoices: The City will approve the format for invoices. Invoices will be submitted using the City’s online SmartSheet application no later than the 25th day of the month. The invoices will be consistent with the project tasks, project schedule, and fee proposal. f. Cash Flow Schedule: The cash flow schedule will provide information to the City regarding future funds needed to complete the project. The Consultant will submit the cash flow spreadsheet monthly to the City. 6. Davis‐Bacon Act (DBA) wage rate requirements: The selected Consultant will be required to confirm and report that the Contractor and their sub-contractors are paying their employees the prevailing wage rates as determined by the US Secretary of Labor. It will also be the Consultant’s responsibility to verify the Contractor is complying with the DBA requirements. The Consultant will perform the following: a. The Consultant will act as the City’s DBA agent. b. The Consultant will comply with the EPA grant requirements related to all reporting and recordkeeping. c. Review the Contractor’s and Sub-contractor’s Certified payroll. d. Interview the workers and document the interviews. e. Verify the Contractor is submitting their Davis-Bacon Enforcement reports and meeting the recordkeeping requirements.
