Specifications include, but are not limited to: The Study will include, but not be limited to, examining: 1. Whether there is significant evidence of past or continuing discrimination in the way that the contracting duties are executed as a whole, 2. The number of M/W/V/DOBE that are qualified for eligibility for contracts under the current XBE program and are legitimate contractors or legitimately owned by members of minority and/or women individuals; and, 3. The City’s and partners contracting processes to determine if there are any unintentional but existing barriers in the process that prevent local M/W/V/DOBE from fully participating in the contracting process. 4. The consultant will in detail recommend to OMWBD and partners on which XBE programs to run based on the discriminations found in the disparity study. 5. How a local SBE non-race and gender program will work alongside the current city certified XBE program if recommended. Based on Federal, State and Local laws and regulations. 6. Identify new market trends, best practices new program elements to address for the identified barriers in the disparity study for the effective race- or gender- and/or social economically based disparities found. 7. Recommendation on how to legally defend this local narrow tailored MBE/WBE program in current legal conditions along with its certification program.
