Specifications include, but are not limited to: A. CONTRACTOR shall provide professional services as follows: 1) Develop a detailed work plan to carry out this project. 2) Research an appropriate organizational structure to support strategic direction, including board structure and establishing new branches, sections, and positions as necessary. 3) Analyze policy issues, political institutions and processes, and governance challenges. 4) Review current structure and roles and relationships with governing bodies. 5) Identify how other organizations and government entities define “destination management” and “destination stewardship”. 6) Evaluate existing performance and outcomes from the perspective of all stakeholders. 7) Work with the HTA to conduct interviews, advisory meetings, and focus groups with key stakeholders. 8) Perform internal staff engagements. 9) Determine if an alternative tourism governance system is necessary. B. CONTRACTOR will meet with HTA staff and HTA’s Governance Study Permitted Interaction Group (“PIG”) as determined by HTA staff and PIG chairs. C. CONTRACTOR shall prepare written monthly progress reports detailing the status to date of the project. All written progress reports shall include, but not be limited to, the following information: discussion of main achievements since last reporting; description of progress and anticipated achievements; discussion of challenges that have arisen; and discussion of next steps. The CONTRACTOR shall electronically submit the written progress reports to the STATE within five (5) business days of the month. D. CONTRACTOR shall prepare an actionable study (“STUDY”) to determine the governance and strategic organization of the HTA to include but not limited to: o Identify areas that need reform and propose policy ideas to ensure better governance. o Identify modifications to be made to HRS Chapter 201B. o Determine key performance indicators and a process for efficient monitoring. o Develop a framework for a smooth transition and change management. E. CONTRACTOR shall provide a draft STUDY on or about May 6, 2024 for HTA’s review and comment. F. CONTRACTOR shall provide the final STUDY on or about May 28, 2024.
