Specifications include, but are not limited to: Contractor agrees to provide snow removal on the Forest Park Service Area Roads, Ketchikan, Alaska, as shown on the road system map titled Forest Park Service Area Road System, included herein. Work under this contract will be performed under the supervision of a board member or designee in compliance with Title 14 of the Ketchikan Gateway borough Code. Work under the base bid is as follows: a. Work under this contract consists of plowing and scraping snow and spreading ice melt and sand on all Forest Park Service Area under the following conditions: i. Forest Park Drive 00 Block: When there is an accumulation of 1/2- inch or more of snow. ii. Forest Park Drive 100-1000 Blocks, Huckleberry Circle, Willow Circle, Dogwood Place, Fireweed Lane, Birch Circle, Benson Drive, Bull Pine Place, Mountain Ash Heights, Blueberry Drive, Salmonberry Circle: When there is an accumulation of 2-inches or more. b. On all occasions all roads will be freshly scraped and snow removed prior to 5:00 a.m., local time to a width of 16-feet on that day. Scraped snow will be deposited so as not to block driveways. c. Contractor will sand and/or ice melt areas of roads with ice or snow accumulation as needed for the safe passage of all vehicles. d. Scraped snow will be deposited so as not to block driveways or side roads. No berms are to be left in the roadway 2. Responsibilities of Contractor a. The Contractor shall provide sufficient vehicles, equipment and licensed operators to plow all forest Park Service Area Roads in a timely manner. b. The Contractor shall be responsible for all its own equipment repair and maintenance. c. Failure to clear the roadways within the time specified herein shall be cause for the Borough to have that route plowed with other equipment or by another contractor at the expense of the Contractor. d. The Contractor shall notify the designated representative of the Service Area immediately if any equipment is out of service. Equipment must be returned to service as soon as possible. If the Contractor does not cover the route with other equipment within sixty (60) minutes from out of service notice, the Borough, at the expense of the Contractor, may make alternate plans to have snow removed from a route until the Contractor notifies the Public Works Director that the equipment is back in service. e. The Contractor is liable for damages resulting from its operations, including, but not limited to, damage to pavement, curb/gutter/sidewalk, shrubs, trees, asphalt and chip seal pavement, and structures. The Contractor shall repair all damages prior to June 1.
