Specifications include, but are not limited to: (1) provide a timeline for the proposed transition, and (2) include recommendations on appropriate training standards that (A) exemplify best practices for providing homemaker and companion services, as defined in section 20-670 of the general statutes, (B) provide instruction and specialized training benchmarks for the care of clients with Alzheimer's disease, dementia and other related conditions, and (C) ensure a high quality of care for homemaker/companion agency clients and may evaluate and make recommendations on the appropriate use of the term "care" in describing the services provided by homemaker-companion agencies and any limitations on the use of such term to ensure consumer clarity, including delivery of a final written report to the Office of Policy and Management, by June 15, 2024 encompassing all statutorily required components; 2. Conduct key informant interviews, host forums and listening sessions with stakeholders; 3. Research current state of Connecticut homemaker-companion agencies for their care practices including, but not limited to their training standards, specialized training for the care of individuals with Alzheimer’s Disease/related dementias, and quality assurance measures, and make written recommendations based on state and national best practices including licensure, training standards, specialized training benchmarks for the care of individuals with Alzheimer’s Disease/related dementias, and quality assurance measures; 4. Research areas including but not limited to national trends, statutory definitions and risks vs. advantages in order to make written recommendations on the use of the term “care” in describing the services provided by homemaker-companion agencies and any limitations on the use of such term to ensure consumer clarity; 5. Develop a written plan and recommended timeline for the transfer of oversight of homemakercompanion agencies from the Department of Consumer Protection to Department of Public Health with specific benchmarks; 6. Take direction from OPM on the development of policy and budget recommendations and analysis of state and national best practices; and 7. Conduct other duties on as needed basis as may be mutually agreed upon.
