Specifications include, but are not limited to: • Asbestos Hazard Emergency Response Act (AHERA) three-year reinspection and six-month periodic surveillance inspection services for the following school buildings: J. Milton Jeffrey Elementary School, Kathleen H. Ryerson Elementary School, Dr. Robert H. Brown Intermediate School, Walter C. Polson Middle School; • New Asbestos Management Plan for the New Elementary School to be constructed; • Polarized Light Microscopy (PLM) asbestos bulk sampling services in conjunction with maintenance and other small projects; • Lead-based Paint (LBP) X-ray fluorescence (XRF) testing services in conjunction with maintenance and other small projects; • Polychlorinated biphenyl (PCB) visual surveys and if requested, bulk sampling services in conjunction with maintenance and other small projects; • Indoor Air Quality (IAQ) visual surveys and if requested, air and bulk sampling services; • Pre-Renovation and Pre-Demolition HBM consulting services that include surveys for asbestos-containing materials (ACM), LBP (XRF testing), Toxic Characteristic Leaching Procedure (TCLP) sampling for lead and possibly for other heavy metals, visual surveys for possible PCB-containing materials and Universal Wastes. Design services (specifications and drawings – ACM, LBP, PCBs, Universal Wastes, Selective Demolition, Unit Pricing) for abatement/remediation/renovation/demolition projects that may involve the State of Connecticut Department of Administrative Services (CT DAS) Office of School Construction Grants and Review (OSCG&R) approval process. Abatement/Remediation project monitoring services including daily on-site monitoring, post abatement/remediation visual inspections, reoccupancy air sampling and AHERA abatement and PCB remediation completion reports; • Environmental Protection Agency (EPA) Region 1 compliant PCB Performancebased plans, Self-implementing plans and Risk-based plans; • PCB sampling services that include bulk sampling of source building materials, adjacent building materials, soil and other ground surfaces (asphalt, concrete, etc.), wipe and air sampling in compliance with EPA regulations and recommendations; and • Pre-Renovation, Pre-Demolition and Due Diligence Development Environmental consulting services that include Phase I Environmental Site Assessments (ESA), Phase II Environmental Site Investigations (ESI), underground storage tank (UST) removal specifications and UST removal oversight, post excavation sampling and Connecticut Department of Energy and Environmental Protection Agency (CTDEEP) UST removal reporting, specifications/plans for soil management, excavation handling and disposal of excavated materials. Some projects may involve the CT DAS OSCG&R approval process.
