Specifications include, but are not limited to: A. The Awarded Bidder shall provide analysis, reporting, and testimony related to the testing of seized drugs seized by the Albuquerque Police Department (“APD”). B. The Awarded Bidder shall provide full case files which would include reports, notes, analytical data, and chain of custody. If additional discovery request materials are needed, such as instrument quality controls, validations, etc, APD will specially request. C. The Awarded Bidder shall provide testimony in person and virtually relating to its analysis of seized drugs. The Awarded Bidder shall submit travel costs associated with testimony that includes daily and hourly cost for travel. . Minimum Requirements: A. The City requires the Awarded Bidder to be an accredited laboratory under the scope of ISO/IEC 17025:2017 for Seized Drugs (Qualitative Determination and Weight Measurement). Bidders shall upload documented proof of accreditation into Bonfire before close of the RFB. Failure to provide this information with the bid shall result in your bid being deemed nonresponsive. 3. Bid Specifications: A. Bidders shall upload all pricing in Bonfire via the Price Sheet located in the “Requested Information” tab. B. All testing,analysis, and reporting by the Awarded Bidder shall include: (1) Testing of drugs seized from persons and crime scenes – will be materials analysis, not toxicology analysis. THC materials/products will not be requested for testing because of their legal status in New Mexico. (2) Qualitative analysis only (quantitative/purity determination not required). (3) Cocaine does not need to be identified as a base or a salt – just as cocaine. C. As cases within the submitted batch have completed analysis, the Awarded Bidder shall provide APD with an electronic case file, to include all associated materials such as: (1) Report (2) Notes packets (3) Chain of Custody (4) Analytical data (5) As specially requested, any additional discoverable material resulting from batch testing (e.g. instrument quality controls, validations, etc) D. The Awarded Bidder shall be able to batch fifty (50) cases/month. E. The Awarded Bidder shall test and analyze up to six hundred (600) cases a year/estimate two (2) exhibits/samples a case = 1200 tested samples.
