Specifications include, but are not limited to: TRPA is requesting that the contractor prepare a joint environmental analysis that meets the environmental documentation requirements of the California Environmental Quality Act (CEQA) and the requirements of Article VI of the TRPA Rules of Procedures and Chapter 3 of TRPA’s Code of Ordinances. Focus areas of the analysis include but may not be limited to, land use, housing, development rights, coverage, transportation, air quality, greenhouse gas, aesthetics, recreation, and noise impacts. The document could be an addendum, supplement, or subsequent analysis to the 2020 CEQA Initial Study/Mitigated Negative Declaration and TRPA Initial Environmental Checklist. While TRPA does not anticipate that the 2025 RTP would create any new or substantially more severe environmental effects; new land use, housing, visitation assumptions, and model data applied to strategies & projects could result in revised findings of significance. TRPA is requesting that the contractor propose an approach based on information provided by TRPA and the contracting staff’s professional expertise.
