State and federally funded grants and contracts are subject to a variety of required statutes, regulations, and contract and procurement clauses. It is the responsibility of the respondent to be aware of and comply with those requirements. Comprehensive administration of the Project in compliance with the U. S. Department of Treasury Final Rule for State and Local Fiscal Recovery Funds, here; https://home.treasury.gov/policy-issues/coronavirus/assistance-for-state-local-and-tribal-governments/state-and-local-fiscal-recovery-funds Collaborate with the State on Project formulation; information gathering, and Project development. Develop Project guidelines, polices, procedures, implementation plans or other pertinent documents. Develop, distribute, and administer Project application required to ensure eligibility of Identified Organizations. Please provide an outline of how vendor will approach handling this. Assist Identified Organizations in completing Project application, including but not limited to: Serve as main point of contact via email, phone and other communications with Identified Organizations to answer questions, clarify information, and troubleshoot issues. Review and approve or deny applications to ensure completeness of information, and that Identified Organization demonstrates compliance with the U.S. Department of Treasury Final Rule for State and Local Fiscal Recovery Funds, here: https://home.treasury.gov/policy-issues/coronavirus/assistance-for-state-local-and-tribal-governments/state-and-local-fiscal-recovery-funds Ensure that proper processes are developed and implemented for prevention of fraud and abuse. Review and assist with determining funding amounts and processing payment requests. Provide a plan as to how this will be accomplished. Assist Office with management and tracking of Project payments, including serving as liaison between State agencies tasked with the facilitation of Project payments and Identified Organizations. Attend meetings and assist with the presentation of information in conjunction with or on behalf of the STO. Assist in the preparation of responses to Requests for Information from the United States Department of Treasury or other federal or state agencies. Provide, at a minimum, monthly Project status reports. Review, advise and assist on the management of the Project closeout process.
