Specifications include, but are not limited to: The Oregon Military Department (“OMD” “Owner” or “Agency”) is seeking a Design-Build Contractor (“DBC” or “Design-Builder”) to be a collaborative team leader in delivering the complete and usable Project on-time and within budgetary constraints in support of the ongoing mission of the ORARNG, by providing Project management, design, review, value engineering, testing, inspections, and construction of the Hillsboro Readiness Center (the “Project”). This Project is subject to the Military Construction Cooperative Agreement (MCCA) for FY24 Major Military Construction (MILCON), Army National Guard Readiness Center, Hillsboro, Washington County, OR, Project Number 410093. The MCCA is included as Attachment B to this RFQ. The FY 2024 Guard and Reserve Military Construction Project Data are set forth in DD Form 1390/91 dated August 17, 2021, and reviewed November 10, 2022. The 1390/91 Form is included as Attachment C to this RFQ. The Project consists of the design and construction of an approximately 81,584 square foot National Guard Readiness Center that supports administrative and logistical requirements for the ORARNG. The completed Project shall be a state-of-the-art national guard facility providing adequate space for the Army National Guard, Company D, 2-162 Infantry, along with Battery C, 2-218 Field Artillery, which is comprised of thirteen (13) fulltime and one hundred seventy five 175 traditional (part-time, aka M-day) Oregon Army National Guard personnel. The Hillsboro Readiness Center must provide all the spaces described in the attached 1390/91 program document, including but not limited to administrative spaces, training, classrooms, conference rooms locker rooms, latrines and showers, equipment storage areas, kitchen, assembly hall, training areas, supply rooms, and circulation space. The Project must include Site design and construction of site infrastructure, both on- & off-Site as necessary to support the new Facility, and as described in the 1390/91, such as all utility services to and from the Site and new Facility, to include but not limited to, roads, walks, curbs and gutters, storm drainage, public parking areas, paved military equipment parking compound, site lighting, landscaping, security, fencing, backup/emergency generator, energy storage, domestic water capable of serving as a Public Water System, fire suppression, and other related site and infrastructure improvements necessary to support the new Hillsboro Readiness Center. The primary facilities must include a 56,636 SF Readiness Center, a 24,948 SF Unheated Enclosed Vehicle Storage Shed, and 1,428 SY of Rigid Pavement for Mechanical, Electrical and Plumbing (MEP); these quantities cannot be reduced or exceeded by more than 25% without Congressional Notification. The Hillsboro Readiness Center project is located in the community and will function as an operations, training, and storage facility. Therefore, the facility should also incorporate features desirable to the community as a publicly rentable space for community and other gathering events.
