Specifications include, but are not limited to: The U.S. Department of Housing and Urban Development’s Fair Housing ruleaims to provide all HUD grantees with clear guidelines and data that will help set goals toreduce barriers to fair housing. As of January 2018, HUD rescinded its mandate that all CDBGParticipating Jurisdictions receiving federal funds prepare an Assessment of Fair Housing. HUDhas thus reverted to the requirement of the Analysis of Impediments (“AI”) to address fairhousing barriers.The purpose of the AI is to provide essential, detailed information to policymakers,administrative staff, housing providers, lenders, citizens and fair housing advocates. Thisapproach provides a mechanism for HUD grantees to build fair housing goals into their existingcommunity development and housing planning processes. An AI should consider the availabilityand accessibility of housing and housing services, concentrated areas of poverty and commercialand retail development. Based upon a review of these and other factors, an assessment is madeof both the public and private sectors that affect fair housing choice.
