Please note: This is a Sole Source Notification. Specifications include, but are not limited to: A. Duties and Activities Per federal regulation the duties of a SILC include: 1. Developing the Statewide Plan for Independent Living (SPIL) in accordance with federal law and regulation; and 2. Monitoring, reviewing and evaluating the implementation on a regular basis as determined by the SPIL.; In order to fulfill these duties the contractor USILC) shall: 1. Follow council membership requirements described in 34 CFR 364.21 including guidelines for appointment and composition; 2. Schedule and conduct regular USILC meetings, at least six (6) times per year, and assure meetings are open to the public and advance notice is given sufficient to allow public participation; 3. Provide annual training to the USILC Board of Directors regarding programmatic and fiscal responsibilities;
