Specifications include, but are not limited to: • Design Phase Prepare plans and specifications for the geothermal heat pump system to show the scope of work to be performed by contractors on the project, including but not limited to the method of ground heat transfer, pump sizing, and delivery/return of heat transfer fluid from buildings. Plans will follow SUDAS standards and the City’s Supplemental Specifications. Coordinate as needed with City departments and engineers hired by the City to ensure the Geothermal Heat Pump System is compatible and coordinated with other utility infrastructure project. Prepare an itemized cost estimate with the submission of final certified plans and specifications. Prepare a sensitivity study of the factors that affect system cost and maintenance of the system and consult advice regarding the development of geothermal service rates. Assist as needed throughout the bidding process in responding to questions and providing resources related to the system design if requested by contractors. Submit copies of the final certified plans and specifications to the City (signed/certified hard copies and electronic signed/certified copies), including Federal language and forms and other contract documents as required. All plans, specifications, drawings, and related documents must be certified be a professional engineer who is licensed in the state of Iowa. Meet with staff as required for the project. Assist City staff in facilitating Contractor Pre-Bid Meetings and/or Contractor Pre-Construction meetings, if necessary. Construction Phase Assist the City with addenda as needed when the project is out for bid. Answer questions regarding plans and specificationsthroughout the construction phase. Provide initial briefing and field questionsfrom City staff or a third party throughout construction as they inspect daily construction progress. Conduct periodic inspections of the construction site to ensure construction conforms with the system design. Provide submittal review, punch list, review as-builts and warranties, and verification of testing once the project is complete. Outcomes • Prepare and commit to a well-designed schedule to accomplish the project design within 30-45 days following contract award and facilitate construction as appropriate. • Bid documents are to meetIowa Code Chapter 26 requirements and other City, State, and Federal regulatory requirements. • Prepare accurate cost opinions and value engineering services by the 95% construction document phase (include what steps you take to ensure an accurate cost opinion). • Actively and effectively facilitate interest with potential Contractors prior to and including the bid phase. • The City will retain ownership of all plans and documents. • Ability to assist in identifying funding mechanisms, preparing grant proposals, and/or introducing project partners for one or more phases of the project will be considered.
