Specifications include, but are not limited to: The Scope of Work for this procurement consists of assessing Oregon’s post-acute care system capacity and workforce; analyzing payment methods and payment rates for Oregon post-acute care; and assessing the processes and outcomes associated with the discharge of Oregon patients from hospitals to post-acute care settings. The Services are anticipated to include quantitative analysis of survey, administrative, and health care claims and encounters data, as well as qualitative data from key informant interviews, document review and policy analysis. The analyses are intended to inform the Task Force on potential strategies for the State of Oregon to address the challenges faced by hospitals in discharging patients to appropriate post-acute care settings. The analyses are also intended to support the Task Force in considering how potential strategies relate to the needs of people who are experiencing homelessness or who lack stable housing.
