Specifications include, but are not limited to: ECS is seeking a vendor who can provide a subscription billing solution to manage payments and subscriptions for ECS developed software-as-a-service (SAAS) application, services, and materials. Subscriptions are generally with educational institutions (e.g., Elementary, Middle, High Schools, and Districts). Subscriptions and invoices employed by ECS do not fit with many simplistic billing models (e.g., single payer, credit card on file, monthly billing). Billing often involves multiple payers for a single invoice, a single payer for multiple invoices, bundle and volume discounts, proration, etc. The acceptable solution will need to be able to handle complex use cases, as outlined in Exhibit A.
