Specifications include, but are not limited to: The Facility Master Plan (FMP) Goals and Objectives are as follows: • The FMP will provide an overall analysis of the county’s existing libraries and create a master plan for how the county should invest its capital funds for libraries to best meet existing and future needs. The FMP shall: o address existing facility locations, library use statistics, and right-sizing library facilities in relation to current and future population distribution and community needs; o determine if existing buildings meet library service needs; o address whether existing libraries are in the right/best locations and are there gaps in service locations currently and anticipated with future growth; o incorporate geography considerations, commercial development patterns, transportation routes; and o compare the county’s library facility locations, size, and services with other similar sized library systems as part of the analysis; and o address the trends and technologies for providing services. • The FMP shall analyze library current/future uses and programming and recommend any needed system wide facility development or adjustments. • The FMP shall be able to be updated and be developed in such a way as to systematically tie into the county’s Capital Improvement Program (CIP) • The FMP shall analyze and make recommendations for the county systems / data points (Capital Framework's 3 prongs / CIP) • The FMP shall develop and include 5-year and 10-year benchmarks/facility redevelopment goals, and a strategy to meet HCL’s 20-year needs. • The FMP shall establish metrics to determine how we measure success. • The FMP shall review all libraries for space efficiency related to providing modern library services with a particular focus on older, multi-story libraries’ challenges. • The FMP shall use data-based decision making throughout the development of the master plan. • The FMP shall review county’s current facility modifications and preservation programs and advise on opportunities for the county to refine and improve data points to capture potential facility work: - Facility expansions/additions - Facility renovations - Facility preservation – facility and site maintenance stewardship and asset protection of aging facilities - Facility minor capital improvement program modifications - Technological infrastructure upgrades - Facility accessibility updates
