Specifications include, but are not limited to: Louisville Metro is seeking proposals from qualified firms to develop a Bike Implementation Plan (“the Plan”) that will guide future investment in capital projects that improve bicycling in our community. The Plan will establish both a vision and specific strategies necessary to create a practical, safe, comfortable, and connected bicycle network that supports Metro’s mobility, sustainability, health, livability, and economic goals. The Plan will define specific, measurable, actionable, realistic, and time-bound (SMART), bicycling goals for making strategic investments in short- and medium-term improvements and additions to Metro’s bike network. The Plan will assess current bike and scooter usage patterns, identify opportunities for all-ages-and-abilities upgrades to the current bike network, and determine solutions to address critical gaps and missing connections within and to the larger bike network. This endeavor is critical to achieving Metro’s adopted goal of eliminating traffic fatalities by 2050 and becoming a net zero community by 2040. The recommendations in the Plan will align with national best practices and standards for bicycle planning and design, such as the NACTO Urban Bikeway Design Guide, the FHWA Separated Bike Lane Planning and Design Guide, the KYTC Complete Streets, Roads, and Highways Manual, and the Louisville Metro Complete Streets Design Guide. Metro has $300,000 for this planning project, which must be fully completed by June 30, 2024. The selected consultant will work closely with Metro staff, stakeholders, and the public to ensure a collaborative, inclusive, and efficient process. The final deliverable will be a comprehensive and actionable Bike Implementation Plan document that includes maps, graphics, data, policies, cost estimates, potential funding sources, phasing, and timelines for capital projects that will improve and expand the bicycle network in Louisville.
