Specifications include, but are not limited to: Oregon State University intends to contract for consulting work on conducting line-transect data analysis and serving as the lead-authorship on project manuscripts with Jay Barlow as a sole source because of the uniqueness (design, capability, nature) of the goods and the contractor being the only provider able to meet critical parameters or timeframes to support research and/or business needs of the university. The consultant must have expertise in distance sampling surveys for marine mammals (designing, collecting data, analyzing data), expertise in Bayesian and computer-intensive statistics and deep familiarity with NOAA's 25-yr eastern tropical Pacific Dolphin Research Program. An entity may appeal this determination in accordance with OSU Standard 03-010. Section 5.17 no later than the closing date indicated on the website.
