Specifications include, but are not limited to: i. The Contractor shall provide labor, materials, equipment, tools, consumables, and transportation to perform the complete removal and disposal and all associated contents. All debris associated with or related to the abandoned vessel must be removed. ii. The Contractor shall perform the work in such a manner as to cause a minimum of inconvenience to the public. iii. The Contractor must follow the Best Management Practices for Derelict Vessel, At-Risk/Public Nuisance and Vessel Turn In Program Removal Projects from the State of Florida Fish and Wildlife Conservation Commission, provided in Attachment 2. ENVIRONMENTAL RESPONSIBILITY - i. The Contractor shall have the appropriate equipment available to address possible pollution discharge and clean up. The Contractor will be responsible for containing and removing any pollutant discharge caused by the Contractor. Cleanup must be performed immediately and to the satisfaction of the authorized agency overseeing cleanup efforts in compliance with all county, state, and federal regulations. The Contractor shall notify all appropriate agencies in the event of a pollutant discharge. All costs related to the proper containment, removal and disposal of pollutants shall be borne solely by the Contractor. ii. Any hazardous waste (i.e., batteries, gasoline) or hazardous materials, (i.e., waste oil) from the abandoned vessel removed by the Contractor at the staging area will be properly disposed of by the Contractor following all laws regarding hazardous waste/materials disposal. If a Subcontractor is used to dispose of hazards, they must also follow all laws regarding hazardous waste/materials disposal. The Contractor is responsible for the performance of their Subcontractor. iii. The Contractor will take all reasonable precautions necessary to control fugitive emissions from the job site. Fugitive emissions include, but are not limited to nuisance dust, chemical odors/vapors/gases, and hazardous materials such as lead or asbestos, and noise.
