Specifications include, but are not limited to: The County will select a single Consultant in accordance with the provisions of the Consultants’ Competitive Negotiation Act (CCNA), Section 287.055, Florida Statutes. Authorization for performance of professional services by a single Consultant under this project will be in the form of a written Work Order issued by the County. 2.1. General Description of Services It shall be the responsibility of the CONSULTANT to provide services as necessary to administer the associated Construction Contract in a manner to determine that the project is constructed in reasonable conformity with the plans, specifications, and Contract provisions. 2.2. Pre-Construction Activities It is the intent of the COUNTY to have the CONSULTANT perform activities prior to the start of construction. The activities will included, but will not be limited to conduction the PreConstruction Meeting and preparing minutes, Constructability Review, Utility Coordination, and Public Involvement with stakeholders. 2.3. Survey Control The CONSULTANT shall 1. Make and record such measurements as are necessary to calculate and document quantities of pay items; and 2. perform incidental engineering surveys as may be necessary to carry out the services covered by the Agreement. 2.4. Sampling & Testing The CONSULTANT, or approved sub-consultant, shall perform sampling and testing of component materials and completed work items to the extent that will determine that the materials and workmanship incorporated into the project are in reasonable conformity with the plans, specifications, and Contract provisions. Sampling, testing, and laboratory methods shall be accomplished by the CONSULTANT or SubConsultant as required by the Florida Department of Transportation (FDOT) standard specifications or as modified by the Contract provisions. 2.5. Project Filing System The COUNTY has developed an electronic filing system to be utilized by all CEI Administered Construction Contracts. the CONSULTANT will be required to keep all project records in accordance with the COUNTY providing Filing System and Structure, and are to be delivered to the COUNTY CPM at the completion of the project. 2.6. Quality Assurance (QA) Program: Quality Assurance Plan: Within (30) days after receiving award of an Agreement, furnish a QA Plan to the Construction Project Manager (CPM). The QA Plan shall detail the procedures, evaluation criteria, and instructions of the CONSULTANT's Organization for providing services pursuant to this Agreement. Unless specifically waived, no payment shall be made until the COUNTY approves the CONSULTANT QA Plan.
