Specifications include, but are not limited to: The State of Maine, Department of Administrative and Financial Services (Department) is seeking law enforcement training as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder.; Since Maine legalized cannabis in 2016, there has been a need to train law enforcement officers (LEOs) on the detection of drivers suspected of operating motor vehicles under the influence of cannabis. An in-person training for law enforcement officers and prosecutors is needed to increase the knowledge and skills necessary to successfully detect and prosecute cannabis impaired drivers. Training will consist of a combination of classroom and practical evaluation of individuals who have been dosed with cannabis in a controlled environment. This type of training will provide the opportunity to learn investigative skills and evidence collection procedures for the prosecution of impaired driving cases. This training will provide LEOs with the hands-on experience needed so they have the confidence to make an operating under the influence of cannabis motor vehicle stop and potential arrest. It is also critical to invite Maine prosecutors so they better understand investigations and evidence collection procedures to aid in prosecution.
