Specifications include, but are not limited to: Delivery of energy, unless directly delivered to Mesa’s distribution system, is preferred on the Western Area Power Administration’s (WAPA) Parker-Davis Project transmission (PDP) system. Mesa is a Network Integrated Transmission Service customer on WAPA’s PDP system and so has limited flexibility to request the various delivery points on the PDP system (included in Exhibit 3). Mesa’s current delivery points on the PDP system are Mead 230 kV, Pinnacle Peak 230 kV, Lone Butte 230 kV and Rogers. Mesa has limited point-to-point transmission access to the West Wing 500 kV substation on WAPA’s Pacific Northwest/Pacific Southwest Intertie Project. Proposals that do not deliver energy to the aforementioned points should propose a transmission path with an estimated cost to procure such transmission as further described below. Alternative delivery points on the PDP system are strongly preferred to points on other providers’ systems.
