Specifications include, but are not limited to: The Shelby County Board of Commissioners seeks to identify and retain a qualified and experienced museum master planning organization/firm that will assist in charting the course for the Hip-Hop Museum. This experience should be a coherent expression of this specific genre of music that has born Grammy award-winning artists: 3 Six Mafia and critically acclaimed artists such as Yo Gotti, 8 Ball and MJG, Gangsta Boo, GloRilla, and Young Dolph to name just a few. We also envision an interactive experience that distinctively represents Memphis and the Mid-South region – an experience that is community relevant and grounded in place and history. The Shelby County Board of Commissioners in collaboration with the Shelby County Music Commission will be selecting the proposal that best meets the following scope of work. The outcome of the proposed work should include the following items, in a convincing format that is appropriate for use as the primary deliverable, when communicating plans with current stakeholders, the community, potential donors, and the media. The planning process should result in a written and illustrated master plan that conveys a thorough understanding of the possible path forward, including the potential results (ROI) and expenses associated with enacting the plan. The final plan should include, at a minimum, details outlining market feasibility, estimated expenses, a multi-year pro forma, and statements of economic impact. Specific elements for inclusion – the list below include high-level deliverables. Submitted proposals should define any details, processes, and items that will lead to achieving these deliverables: • Organizational information o Define your master planning process o Basic framework, flow, and timeline for the typical planning process o Explanation of the extent, and how you seek input from diverse constituencies and stakeholders • Market and feasibility deliverables o SWAT review (staff and board expertise) o Local and regional market review (residence, tourist and school groups) o Review of competitive position in the market o Analysis of the future potential of new museum operations Including earned revenue, operating expenses and ROI o Multi-year operating pro forma (3 years) o Estimates of economic impact on the community o Estimates of costs for future sustainability • Visitor experience planning deliverables o Community and stakeholder feedback – with a report • Support with drafting as needed for an RFP/RFQ for design and construction services that include the following in the RFQ’s Scope of Work: An interpretive framework and plan, Conceptual facility/exhibit design, Written narrative and exhibit planning, Overall cost analysis, Final Master Plan Book – suitable for us as a leave-behind with stakeholders and potential donors (printed and digital formats)
