Specifications include, but are not limited to: Lead a waste characterization study and solid waste master plan for waste management and collection operations servicing Shelby County and its constituent municipalities. Firms must possess experience in local waste characterization process and must adhere to all Title VI requirements and provide proof/documentation. Selected firms will be responsible for the following major tasks: a. Bid #1 (Required): The completion of a comprehensive two-season waste characterization study, including the development of a work plan, managing sorting events, data analysis, and completion of written report summarizing findings. b. Bid #2 (Optional): The completion of a Memphis downtown sorting event in May 2024 and subsequent findings and analysis to be included in the waste characterization study written report. c. Bid #3 (Required): The completion of a long-term solid waste master plan, including a clear objective to pursue zero waste strategies, evaluation of the existing solid waste management system, community engagement, and recommendations and intermediate benchmarks for implementing and achieving the plan’s goals. The project partners will provide a project manager to serve as a single point of contact for the Consultant that will provide general guidance, oversight, and coordination. The Consultant, however, will be responsible for completing all research, data collection, quality control/quality assurance, interviews, public engagement, and reports required for this project.
