Specifications include, but are not limited to: 1. The Contractor shall clean all the storm drainpipes listed in Appendix A storm drain Overview Map and Inventory and record findings in a format approved by the State. 2. The Contractor may use any method of storm drain pipeline cleaning at his own preference and convenience provided that all debris is contained between the inlet and outlet drainage structure and all of which will be removed from site in accordance with Section 10.4(B).4 of the Specifications. Refer to Section 1.46 Debris, of the Special Provisions for the definition of debris. 3. The Contractor shall install all Best Management Practices (BMPs) indicated on his approved BMP plan prior to starting any pipe cleaning activities. 4. The Contractor shall provide and maintain pollution control measures (BMPs) during the drain line cleaning operations. The protective control measures shall be approved by the Engineer. 5. Inspections. All work by the Contractor shall be subject to inspection by the State. The inspector will accompany the contractor during cleaning activities. The Inspector and the Contractor shall record the amount of material removed from the drainage structure. A copy of any disposal manifest that are generated as a result of this project shall be submitted to the State with the monthly invoice. Refer to Section 5.4 Inspection, of the Special Provisions for more information. 6. The State shall not be responsible for broken or damaged equipment, cables or hoses while either cleaning a line or attempting to unclog one. The contractor shall exercise caution. The State may stop drain-cleaning operations in the event that an undermined / damaged pipe is encountered to assess impacts of continuing the cleaning operation. The Contractor shall stop cleaning operations that may aggravate the damage of the existing pipe or a roadway structure and notify the Engineer for guidance and direction. 7. Satisfactory precautions shall be taken to protect the pipelines from damage that might be inflicted by the improper use of cleaning equipment. 8. Some pipes may require removal of welded structures in order to access pipe for cleaning. Contractor is responsible for removal of welded structures prior to cleaning and replacement of welded structures immediately after cleaning and CCTV inspection is complete. Removal of welded structures prior to cleaning and replacement of welded structures immediately after cleaning and CCTV inspection is complete is considered incidental to the Contractor’s bid price of storm drain pipeline cleaning and CCTV video inspection. 9. All work shall be performed to at least the minimum standards of the industry. Where not conflicting with the requirements of the Specifications, the most current available edition of the National Association of Sewer Service Companies (NASSCO) Specifications Guidelines shall be used. 10. The Contractor shall remove all debris blocking either end of the pipe up to a distance not to exceed 10 feet from the pipe inlet and outlet, taking into consideration the limits of any adjoining drainage structure. This distance may be reduced as deemed appropriate by the engineer. The final condition at the pipe inlet and outlet shall allow for the clear passage of water into and out of the pipe. Removal of this debris blocking either end of the pipe is considered incidental to the Contractor’s bid price of storm drain pipeline cleaning and CCTV video inspection.
