Specifications include, but are not limited to: Task #1 Current State Review Contractor shall perform a detailed review of the organizational structure and existing processes of the Procurement Section. Deliverables: a. Coordinate and facilitate a kickoff meeting with Agency appointed key personnel; b. Gain understanding of current processes including pre-planning efforts leading to a procurement request, including “carve outs” (supply ordering, business cards, travel, furniture); c. Interview Agency identified key personnel in determining functionality of current state processes using SWOT (strengths, weaknesses, opportunities, and threats); d. Interview key personnel to understanding current statutes, rules and policies specific to OHCS procurement authority; e. Compare and provide current processes to best practices utilized by other state agencies and statutory obligations; f. Interview Agency identified key program personnel to understand the current state of internal stakeholder requirements and expectations; and g. Create and deliver a report that summarizes data received in tasks a-f above. Task #2: Organizational Structure and Business Process Change Recommendations Contractor shall, using the data gathered in Task #1, make recommendations regarding staffing levels, structure, and business process changes to ensure areas of concern and analysis are addressed. Deliverables Task #2: 1. Summary of staffing gaps or proposed staffing adjustments. 2. Summary of organizational structure changes and recommended resource levels based upon current and anticipated future expectations. 3. Summary of recommended business process changes. 4. Summary of recommended change management activities to support recommended changes to organizational structure and business processes. 5. Summary of recommended Service Level Agreements/Expectations and reports that provide leadership insight into if business processes changes are meeting the expected outcomes. 6. Final report including: a. Incorporate relevant Agency feedback on draft and b. Actionable implementation steps and timeline based on current workload (Next steps)
