Specifications include, but are not limited to: A. Roadway, Bridge and Traffic Design 1. Preliminary Design When required, this work shall include (but not be limited) to the following: a. Roadway Design: Preliminary design will include (but not be limited to) information gathering, review and documentation of all previous work, existing conditions assessment, agency and stakeholder coordination, preliminary plan and profile plan sheets with horizontal and vertical alignment and all required construction notes, survey, LiDar operations, cross-sections, typical roadway and structure sections; materials investigation, pavement design, geotechnical investigations, drainage recommendations, drainage systems, drafting assistance, traffic control plans, right of way requirements with costs, right of way mapping, context sensitive solutions/design activities, property owner interviews and public involvement, subsurface utility engineering, utility relocation and/or adjustment requirements and coordination, earthwork analysis, quality control plan, construction cost estimate and conduct design and constructability review meetings. If applicable, preliminary design will also include development and submittal for approval an Interstate Access Change Request (IACR). Plans shall be developed in accordance with the NMDOT’s Highway Design Manual, Drainage Manual, AASHTO "A Policy on the Geometric Design of Highway and Streets, 2018" (or latest edition), Manual of Uniform Traffic Control Devices (MUTCD) Current Edition, and other state and federal guidelines as applicable. The NMDOT's Highway Design formatting guidelines shall be used in the preparation of plans unless otherwise specified. b. Bridge Design: The Engineer shall have qualified personnel in Bridge/Structural design, analysis and report preparation; extensive knowledge of the AASHTO standard specifications for highway bridges; Bridge/Structural personnel should have the ability to prepare reports and develop plans for completing bridge/structural work on various assigned transportation projects. The Engineer must be able to determine how the NMDOT construction and maintenance activities and Bridge/Structural Design requirements for NMDOT projects can be met. c. Traffic Design: Preliminary geometric and layouts for roadway, interchanges and intersections, preliminary plans for traffic control, plans and/or recommendations for signalization, lighting and permanent signing, traffic impact analysis. d. Environmental Investigations and Documentaiton: Conduct environmental and cultural resource investigations, prepare Context Sensitive Public Involvement Plan (CSPIP) and prepare environmental and cultural resource documentation.
