Specifications include, but are not limited to: A. Collection, Compilation and Analysis of Existing Data a. Policy Analysis i. Bidder will collect, review, and analyze existing policies, regulations, and best practices. ii. Bidder will identify policy gaps, challenges, and opportunities for policy improvement. iii. Bidder will develop policy recommendations for HCBS services and supports. iv. Bidder will support policy drafting, review, and facilitate workflow. b. Project Management i. Bidder will develop and implement project management frameworks tailored to HCBS and support the rollout of the InterRAI/MFEI for additional LTSS programs. ii. Bidder will display how to support project planning, execution, and monitoring of HCBS projects. iii. Bidder must create project management timelines and resource allocation. iv. Bidder must identify IT project management support. v. Bidder must align projects with state and Project Management Body of Knowledge (PMBOK) standards. B. Data Collection a. Bidder must provide a monthly narrative detailing work completed, progress on goals, and recommendations. b. Bidder must provide a final comprehensive report, including a project management framework document, policy analysis and recommendations report for the HCBS program. C. Project Requirements a. Bidder must demonstrate how it will work with KDADS’ HCBS leadership to ensure specifications of desired services are met including: vi. Access to relevant HCBS program documents and data. vii. Inform, engage, and schedule meetings with key stakeholders as identified by KDADS. viii. Facilitate, or assist with facilitating, meetings with key stakeholders to meet previously developed goals and outlined objectives. ix. Engage with program managers for project input and feedback. b. Bidder must identify new and innovative ways to improve HCBS policies and programs. c. Bidder must ensure all new policies and programs align with KDADS corrective action plans.
