Specifications include, but are not limited to: Contractor is preferred to have at least five (5) years’ experience in real estate auctions and should have conducted at least two (2) auctions within the last 12 months. Contractor shall have experience in conducting live real estate auctions. Principal auctioneer shall have a current auctioneer’s license, as well as a Kansas Real Estate Broker’s License. The auctions shall be open to the public and not restrictive in any manner, other than the reserve price described herein. Contractor shall work with the State to choose the date, time, and venue for the auction, as well as conduct all activities associated with the auction. Contractor shall devise, implement, and manage a commercially feasible marketing plan to promote the auction sale of the properties. Preference may be given to contractors who have offices located in the State of Kansas, however, all bids will be considered. Contractor shall have a staffed office and be able to facilitate property showings as requested by the State. Contractor shall have their phones staffed 8am - 5pm Monday through Friday or shall have an answering service or system available to receive messages from potential bidders seeking information on the auction. Contractor shall return calls/emails regarding the auction within no longer than 24 hours. Within the bid response, contractors shall provide details regarding the answering service/system, to include how it is accomplished and the length of time routinely required for the return-response. Contractor shall coordinate the auction, including, but not limited to auctioneer, cashiering, registration bid calling, ring worker, security, accounting if applicable, bid assistants and clerical staff. Contractor shall provide all equipment required to meet the specification of this RFP including, but not limited to public address equipment, copy machine and other related office equipment. Contractor shall provide an advertising campaign designed and carried out by the Contractor specifically for auctions conducted for Seller with all property information and verbiage that all properties will be sold “as is, where is” with all faults and transferred through a Quit Claim Deed. The purchase agreement shall be produced with non-contingencies on the part of the bidder, including those for inspection. By utilizing this contract, the State (Seller) engages the Contractor as the agent of the seller for purposes related to the auction. Contractor shall coordinate with the State (Seller) within three (3) to five (5) days after the sale regarding the transfer of Title documents and purchase agreement. Any additional expenses above the auction commission must be pre-approved by the State. The State reserves the right to provide any advertising and/or other ancillary services through other vendors or State agencies.
