Specifications include, but are not limited to: 1. STAFFING REQUIREMENTS: Contractors shall provide Leon County with the most adequate staffing levels with qualified individuals and caseloads to provide Leon County with a high-quality costeffective program. a. Will provide a minimum of two full time designated adjusters and two case management nurses to service the County’s workers’ compensation claims. Case Management nurses will provide telephonic services and field visits on medical as necessary. b. Adjusters and nurses assigned to Leon County’s accounts shall be appropriately licensed and qualified to manage the County’s claims. Furthermore, they should have manageable caseloads that enable them to efficiently perform the required services for the County. c. Adjuster must have good working knowledge of F.S.440 and be very pro-active in managing claims, setting appointments, keeping abreast of case updates, and informing County promptly following appointments or changes in work status/restriction(s). d. Adjusters are expected to deliver efficiency in a professional and respectful manner to County employees (including the injured worker), medical providers and must be committed to working collaboratively with Leon County to produce a robust, effective program. e. All claims personnel shall be employees of the Contractor. The use of independent adjusters, subcontractors or temporary adjusters is not acceptable. Adjuster trainees are not acceptable for handling Leon County claims. 2. COMPLIANCE WITH RULES OF DIVISION OF WORKERS' COMPENSATION: It shall be the responsibility of the Contractor to comply with all rules and regulations promulgated by the various state agencies prescribing the practices and procedures of self-insurer service companies. Contractor will be responsible for all required State of Florida EDI DWC reporting. Contractor must pay for payment of any fines, penalties or assessments assigned by the State of Florida, or other regulatory agency, for failure to comply with such rules and regulations, including EDI reporting, associated with the performance or responsibility of the service company, and for mispayments and overpayments made through error of the Contractor or its subcontractors and providers. 3. WORKERS’ COMPENSATION REQUIRED SERVICES: Contractor must provide all the following services: • administrative services, • claims services, • telephonic/ field case management services, • first notice of injury services, • loss statistic services, • network access, managed care, and development services, • medical bill review and audit services, • pharmaceutical benefit management services, • claims management and information systems.
