Specifications include, but are not limited to: HCPS intends to evaluate its providers for investments, education, and administrative services with regard to its Internal Revenue Code “IRC” Sections 403(b)/403(b)(7) and 457(b) voluntary retirement savings program with respect to Proposers, product offerings, and local marketing/educational services provided to its employees. The specific purpose of this competitive solicitation is to enhance the 403(b)/403(b)(7) and 457(b) investment choices presently offered to HCPS employees. The completed evaluation should identify a limited number of providers best able to administer and maintain a competitive range of products and services for the benefit of participants. HCPS desires to substantially increase participation in the program. Additionally, this effort should afford employees enhanced educational opportunities related to retirement and investment planning. HCPS expects that all Proposers will propose investment products with the lowest expenses relating to the services provided. Proposers should make it clear how this has been accomplished in their proposal. HCPS shall evaluate the services of all responsive, responsible Proposers to provide annuity, mutual fund, and custodial account investment products and services to the 403(b)/403(b)(7), ROTH 403(b), and ROTH 457(b) program.
