Specifications include, but are not limited to: Provide personnel to perform the Department’s Visitor Control Program, duties to include but not be limited to: Screening and vetting of visitors and personnel in accordance with the Departments requirements. Manage the Department’s background check systems. Manage the facility access badge program. Provides the budget manager with recommendations to enhance protection. Manage the unescorted access list to the Maine Army National Guard (MEARNG) locations. Manage the controlled access list to restricted areas that belong to the MEARNG. Manage visitor control operations to MEARNG facilities during disaster operations. Effectively manage the Active Shooter Awareness Program and Emergency Management Program for MEARNG. Provide Active Shooter Awareness training and planning guidance to all MEARNG facilities. Serve as liaison between current operations branch of MEARNG and the Protection Branch of the National Guard Bureau; and Additional clerical work assigned by the Joint Operations Center. Provided personnel must have the ability to or knowledge of the following: Microsoft Office software. Central computerized monitoring and ID access card systems. Telephone, computer terminal, CCTV monitors, keyboard interface, digital cameras, printers, fax, and related monitoring systems. Receive and transmit messages accurately and clearly. Respond to audible and visual alarms effectively. Remain calm under stress. Make independent judgements and decisions. Manage a budget and learn Department acquisitions procedures; and Write non-technical reports and polices. Personnel need a year or more of experience running background checks using NCIC. Provided personnel shall meet all requirements prior to assuming government posting duties including, but not limited to: Must possess valid driver’s licenses with a good driving record. Must be a minimum of 18 years of age. Must have a high school diploma or equivalent (GED). Will sign a DA Form 5019 (See Appendix G) (conditions of employment for certain civilian positions identified critical under the Department of Drug Free Federal Workplace Program) annually at minimum. Personnel must be able to pass a T1 background investigation. Participate in periodic or random drug testing; and Obtain and maintain a security clearance of “Secret” with a preference to “TS/SCT, from the MEARNG. Provided personnel must have knowledge of or be capable of learning: The Department’s Authorized Building access rules and procedures. Army Regulations and guides determined necessary by the JOC. Department-established operations and procedures concerning electronic and physical security. The Department’s Standard Operations Procedures. Laws and regulations of vetting acquisition, retention, and disseminations of US person’s information; and National Incident Management Systems (NIMS), and Incident Command Systems (ICS). Additional information MEANRNG facility location will be Camp Chamberlain Augusta Maine. Provided Personnel will be under the operational control of the Director of Military Support (DOMS) or designated official. Provided personnel will work a schedule based on the Maine Army National Guard personnel. The Department expects bidders to propose an hourly rate and anticipates an average of 40 hours each week for this service.
